Whereas the contract between GSS Engineering consultants Ltd and Brighton ended December 31, 2016; whereas the Brighton Purchasing Bylaw 371-2006 requires that the use of consultants be approved by council; whereas there is no contract that has been approved by council to cover any work currently being performed by G55 Engineering consultants Ltd; whereas the absence of a contract unnecessarily puts Brighton taxpayers at risk for various liabilities and whereas, failure to adhere to the bylaws that council sets for itself further erodes taxpayer confidence and trust in council, it is recommended that council direct staff to immediately stop all payments to - and work performed by - GSS Engineering consultants Ltd. It is further recommended that staff establish another contract through an open & competitive bidding process, and in accordance with all applicable laws, bylaws & policies, for the provision of any consultant services required at the sewage plant.
