That Council amend the February 6, 2023 Council agenda to add to section 12 a bylaw to appoint a Director-In-Charge.

That Council approve the February 6, 2023 Council agenda as amended.

That Council received delegation from Inge Wittman and Lore Bieber regarding a request for reduction of speed limit on Goodrich Road.

That Council receive presentation from Eric Hanna, CEO, Campbellford Memorial Hospital.

That Council receive presentation from Tracey McQueen, McQueen Galloway Associates, Parks and Recreation Master Plan update.

That Council receive presentation from Dug Stevenson, Bay of Quinte Marketing Board, regarding an update on the 2022-2023 fiscal year partnership activities and continued partnership.

That Council receive the 2022 Fourth Quarter Work Plan Report for information.

That Council receives the Committee Procurement Report as information.

That Council receive staff report regarding Council/Planning meeting schedule for March 2023; and That Council approve altering the Council meeting dates for March to the following:  Regular Council Meeting March 6th  Planning Council Meeting March 20th; and  Regular Council Meeting March 27th And further that staff be directed to advertise the changes.

That Council gives a bylaw its first, second and third reading and finally passes on this date; Being a Bylaw to appoint a Director-In-Charge in the absence of the Chief Administrative Officer for the Corporation of the Municipality of Brighton.

That Committee of the Whole is recommending to Council to approve the capital budget at a levee of $1,682,813.00.

That Council approve the Capital Budget 2023 at a levee of $1,682,813.00 as per recommendation from the Committee of the Whole.

That Council approves the recommendation from the Committee of Whole and approve the disbandment of the BDA as a Committee of Council and the agreement between the Corporation of the Municipality of Brighton, Brighton Public Library and the Brighton Digital Archives.

That Council receives the report from the Committee Review Team; And further that Council endorses recommendations from the Committee Review Team with the exception of the Accommodation/Property Assessment Advisory Committee; And further that Council directs staff to bring forward options for short-term accommodation software and property assessment alignment to budget deliberations; And further that Council directs staff to make changes to the Terms of Reference for all committees; And further that Council directs the Committee Review Team to develop a Diversity/Equity/Inclusion Committee for Council's consideration; And further that Council directs staff to advertise for community representatives for committees; And further that Members of Council advise the Committee Review Team which committees they would like to represent Council on for the 2022-2026 term of Council.

That Council receive the DBIA meeting minutes for October 13th and December 8th, 2022 as presented.

That Council receive the Quinte Transit (Access) Board of Directors meeting minutes January 13, 2023 as presented.

That Council receive and refer request for reduction of speed limit on Goodrich Road from Inge Wittman and Lore Bieber to staff for a report for Council's consideration.

That Council receive correspondence from Willow Point Property Owners Limited and refer to staff to report back regarding the request for a Private Road Grant Policy.

That Council receive the Northumberland County Updates January 23rd to February 3rd, 2023 as information.

That Council gives a bylaw its first, second and third reading and finally passes on this date: being a bylaw to confirm the proceedings of the Corporation of the Municipality of Brighton Council meeting held on February 6, 2023.
