Council PLANNING Meeting

That Council amend the February 12, 2024 Council Planning meeting agenda to defer item 10.1 to a future Council meeting; and further, That item 10.1 be brought up in Closed Session February 12, 2024 under Subsection 239 2(c) of the Ontario Municipal Act.

That the Council approve the February 12, 2024 Planning meeting agenda as amended.

That Council receives the Staff Report dated February 12, 2024, regarding a Public engagement Strategy for a proposed development located at 129 Elizabeth Street; That Council direct Staff to host a Public Open House on the proposed development; and, That Council direct Staff to report back to Council with the findings of the Open House and to confirm the requirements for a Complete Application regarding the proposed development.

That Council receive the staff report dated February 12th, 2024, regarding the status of Community Improvement Plan (CIP) policies and its programs/projects.

That Council receive for information purposes the Application Tracking 2024 for;  Official Plan Amendments;  Consent Applications;  Zoning Bylaw Amendments;  Subdivision Applications; and  Minor Variances, and Site Plan Control.

That Council resolve into Closed Session February 12, 2024 at 6:46 p.m., pursuant to the Ontario Municipal Act, R.S.O. 2001, as amended, Subsection 239(2):  (c) a proposed or pending acquisition or disposition of land by the municipality or local board; Land banking opportunity and 21 Kingsley Ave; and  (d) labour relations or employee negotiations; CAO Recruitment.

That Council rise and report from Closed Session February 12, 2024 at 8:46 p.m.: Item 1 – Approval of the Closed Session minutes January 15, 2024 – a procedural motion to approve the minutes was voted on in closed session. Item 2 – Proposed or Pending acquisition of land by the municipality – Land Banking opportunity and discussion regarding 21 Kingsley Avenue. Item 3 – Labour Relations or Employee Negotiations – CAO Recruitment Motion to approve the confidential instructions in Closed Session.

That Council approve recommendations provided in Closed Session February 12, 2024, Confidential Staff report providing direction for land purchase, and that the Land Banking Initiatives for the 2024 Capital Operating Budget be increased by $132,220.

That Council approve the confidential instructions provided in Closed Session February 12, 2024.

That Council gives a by-law its first, second and third reading and finally passed on this date; being a by-law to confirm the proceeds of the Corporation of the Municipality of Brighton Planning meeting held on February 12, 2024.

That the February 12, 2024 Council Planning meeting adjourn at 8:48 p.m.
